Valley View POA Minutes
Valley View Club House
7:00 p.m.
I. Call meeting to order – President Philip Hamrick called meeting to order.
a. Quorum established.
II. Minutes from last POA meeting, June 16, 2008, minutes were read by Kim Hesse. Motion to approve by Diane Bryant, Second by Ron Stinchcomb, Motion approved.
III. Treasurer's Report – See attached Move approved by Laura McCleland, Second by Ron Stinchcomb, Motion approved.
IV. Election of two board members (Philip Hamrick and Ron Stinchcomb positions open). The Bylaws call for five board members all holding two-year terms, two positions are open on odd years, and three positions are open on even years. The board members determine officer positions. Ron Stinchcomb nominated Diane Bryant and Catherine Taylor for the positions, no other nominations were named. Laura McCleland moved to accept the nominations, seconded by Tommy Tedford, motion approved.
V. Unfinished Business
a. Cell Tower Update
i. The City of Farmington has not heard from Verizon concerning the cell tower, it is assumed that Verizon is taking no action at this time.
ii. The City of Farmington is continuing their review of the cell tower ordinance. The Planning Commission is reviewing the ordinance over the next few months. Please contact the City offices to obtain a copy of the draft ordinance and to learn of public meetings addressing the ordinances revisions.
b. Boulevard Landscaping
i. Irrigation – Irrigation was repaired during 2008 season; Board will enter into a maintenance agreement for the irrigation and lighting along the boulevard with Revelle Irrigation for 2009.
ii. Landscaping – Jim Crowell, asked if any residents were willing to form a garden club to help keep the boulevard looking better. No one volunteered, Jim asked for volunteers to contact Raymond Clark or Tommy Tedford if they are interested. Committee will meet to provide landscape recommendations to the board.
VI. New Business
a. Street Lights – Per past POA meetings, residents have requested that the board explore the possibility and cost to install streetlights along the Boulevard. As long as lights meet the City of Farmington standards in spacing and type, the City will maintain the lights and pay monthly electric bills. Both Ozark Electric and Swepco Electric serve the Boulevard. The cost of lights were estimated based on two options:
VII. Committee Reports
a. Grievance
Ron Stinchcomb asked for volunteers and made a motion that the committee chair should have their yearly dues waived the following year. Motion seconded by Bob Dilatush, Motion approved. Tom Aylor volunteered to take the committee chair position. Tom was chair in 2007.
b. Maintenance
i. No official chair is in place however; Raymond Clark and Tommy Tedford have remained involved in the maintenance of the Boulevard. It was determined that this committee should concentrate on working with the landscaping this season and gather more committee members.
c. Communication – Laura McCleland has volunteered to manage the web site. E-mail address is tynana@cox.net
d. Welcome /Recreation – Chairperson Catherine Taylor made announcements and discussed the garage sale and POA day for 2009.
i. Catherine announced the dates of the garage sales for 2009. Dates are set for Saturday, April 18th and October 24th.
ii. Catherine asked for suggestions on the POA Day. Residents suggested shortening the time frame to get more neighbors together at one time, and to add activities such as a golf tournament. Bob Dilatush moved that Catherine Taylor should be allowed to set the date of the POA Day based on coordinating dates for a golf tournament or other activities. e. Architectural – Kim Hesse reported that the committee has been involved in all of the homes built through the last year and thanked the committee members for their time.
VIII. Comments from the Members
a. Jeff Dehnhardt had called to request that mail delivery problems be discussed. Several residents long Bermuda and Riviera Estates have been getting their neighbors mail or receiving mail addressed to neighbors several blocks away. It was requested that all residents take the effort to deliver mail to the appropriate addresses whenever possible.
IX. Schedule next meeting – Next meeting is scheduled for March 3rd at 7:00 p.m.; and effort in inform residents about the issues surrounding street lights will be pursued prior to this meeting to generate more residents for vote the issue.

Valley View Property Owners Association Meeting
March 3, 2009
Valley View Club House –6pm.
I. The meeting began at 6:09 pm with a welcome by President Jim Crowell.
Jim introduced the new board members. They are Jim Crowell, president; Catherine Taylor, VP ; Kim Hesse, treasurer; Diane Bryant, secretary & Bob Dilatush. Natalie Brooks will take over as Welcome Wagon chair.
A. Catherine Taylor is also events coordinator. The semi-annual garage sale is scheduled for Saturday April 18 & Saturday October 24, 2009. Remember to purchase a garage sale permit from the city of Farmington prior to the garage sale dates. A possible date of Sept 19 was discussed for a neighborhood golf tournament. Since the Arkansas- Georgia game was that day another date was to be pursued.
II. Home Owners Dues: Diane Bryant reminded people that it is time to pay our dues. The annual charge is $150. and should be paid by March 31, 2009 to avoid penalties. She distributed information about where to send the check. Treasurer, Kim Hesse also collected checks to be deposited into the correct account.
III. Treasurer's Report: Kim Hessee presented the treasurer's report. The balance as of 2-28-09 is $35, 363.63.
IV. Introduction of committee leaders and committee reports;
· Welcome and events: Natalie Brooks
· Grievance: Tom Ayler, chair. MaryGene Tedford & Jane Dilatush are on the committee. Tom requested all to follow the covenants. Currently there is a problem with utility trailers being parked in yards. Also, many dogs run loose. They should be on a leash or in your yard.
· Beautification and Maintenance chair is Tommy Tedford. He discussed some of the problems with lighting and irrigation last year. Ryan VanZant has the contract to mow and maintain the grounds in good order for this year.
· Website: Laura McClelland is our new website chair. She has added some new features to it and is updating it frequently. It is a great improvement over last year.
V. Property Tax Update: Jim Crowell reminded us to be sure and request a homestead credit of $300. for our property taxes. He indicated that we are due for an assessment in 2010. At that time it may be possible to reduce property taxes due to declining home values.
VI. Reoccurring Challenges: Jim indicated dogs and cats were running loose, cars are parked on the street and in front yards. As per our covenants, please respect our neighbors and the value of our homes by following the rules.
· Walking on the golf cart path is not allowed. The golf course is a private course and the players are paying to play, please respect this. It is also a safety issue should someone be hit with a wayward ball.
VII. Lighting for the neighborhood. This has been an ongoing issue for several years.
· Reasons to have the lighting are the difficulty for fire and EMS to locate houses in the dark. It is also difficulty for friends and neighbors to locate our homes in the dark. After the street lights are in place the city of Farmington will maintain the lighting and pay the electrical bill.
· Reasons not to have the lighting are the approximate cost of $100K plus the granting of a 5 foot property easement to run the electrical line from the back transformer to the street. Many people objected to the easement because it would tear up their yard and could damage their fences. Until future studies are done no one knows where the lines for the electrical will go.
· The discussion was intense for this issue. Many expressed concern about destruction of their yards. Kim Hesse said the utility company can go under fences and the damage to the yard would be short lived and look normal again in a few months. The lighting poles would be spaced at 400 feet intervals as per Farmington code.
· After a period of debate, Theresa Briggs made a motion to end discussion and vote on the lighting issue. Bob Dilatush seconded the motion. The vote was 19 in favor of the lighting and 22 against. The motion to put lighting in our neighborhood failed at this time. There seemed to be a general consensus to look at the easement issue and how it would affect the home owner.

Valley View Board Meeting
March 2, 2009

The meeting began at 5: 40. In attendance were Bob Dilatush, Tommy Tedford Catherine Taylor, Kim Hesse, Natalie Brooks, Jim Crowell, & Diane Bryant
I. Minutes were approved for the Feb 12th board meeting.
II. Treasurers report by Kim Hesse. Current account balance was $27,623.00
III. Old Business:
A. Discussed the contract for maintaining the common areas. Tommy Tedford reviewed all the bids and recommended that with we go with VanZant because they have been reliable in the past and they have the lowest bid. The bid for 8 months of mowing is $9,600. plus an additional amount of $1,500 to clean up the beds, replace the paper or weed barrier and mulch 2X this summer. The other bids came in at $14,500. for Artur's. AAA submitted a bid for $12,780 plus and additional $2,000. to apply chemicals.
Diane Bryant moved to accept the bid from VanZant for a total of $11,100. for mowing, replacing mulch, weed barrier and clean up. Catherine Taylor seconded the motion.
All approved
Additional discussion involved the application of chemical to the common areas. Most on the board thought it would be good to put some chemical on the grounds. Tommy Tedford was to pursue some bidding for the chemicals of the common ground.
Diane Bryant made a motion to allow a budget not to exceed $2,000 for the application of chemical to the common ground. Tommy Tedford was to have the authority to pursue the best price and number of application he deemed necessary but the overall cost should not exceed $2,000.
Kim Hesse made the second. All approved.
B. Lightening: Kim Hesse presented the bid for installing lighting in the subdivision. The overall cost would be $6.50 per linear foot. The breakdown for each area is as follows:
Clubhouse Parkway $29,000.
Rivera area $21,000.
North Club $16,000.
East Creek $17,500.
Frisco/Bermuda $15,000.
Once the lighting is installed the city of Farmington will maintain it and pay the electrical bill. The home owners will vote on this proposal on Tuesday March4, 2009.
IV. New Business:
Natalie Brooks will be our new Welcome Wagon chair.
The secretary is to send the board minutes to Laura McClelland to update the VV web site.

Valley View POA Board meeting
April 6, 2009

The meeting began at 5:40.
In attendance were Jim Crowell, President; Catherine Taylor, VP; Natalie Brooks, Welcome Wagon Chair; Tommy Tedford, Grounds Chair; Bob Dilatush, member at large & Diane Bryant, Secretary
I. Fines establishment for POA violations: The board discussed this extensively and concluded that more research was necessary. The members agreed to research other POAs to see the nature of penalties in other subdivisions.
II. Attorney on retainer: Additional research was needed on this item also. Diane Bryant was to discuss the cost and perimeters with a friend who is an attorney. Jim Crowell and Kim Hessee would speak with Audrey Bailey who is an attorney for Rauch-Coleman to discuss the possibilities of her representation. A report would be given at the next board meeting and further discuss would follow.
III. Activities:
A. Garage Sale--One is scheduled for Saturday April 18. Local newspaper ads are necessary to publish this event. Diane B was to consult with Kim about getting the ads in the papers. Additional signs will need to be purchased also so advertisements can be placed at all the entrances and critical points. Diane will consult with Kim about purchasing these also. Perhaps the sign store on Hwy 62 has the sign format on file for easy reprinting. In the future the signs should be stored in the guard house. Home owners need to register with the city of Farmington for a permit to have a garage sale. The cost is $10.00 per home.
B. Golf tournament: Catherine and Natalie reported that a golf tournament is a major event and no one has the time to commit to the project. After extensive discussion the board decided to explore this item further and report back at the May meeting. The consensus of the group was to keep the tournament a simple, social event with the emphasis being neighborhood camaraderie. There might be some raffle items for participants but no major prizes for exceptional golfers. The group felt participants should be present to win so they would stay and socialize. The scheduled date for the tournament is Sept 12.
C. Next meeting is scheduled for May 19 at 6p.m. at the home of Jim Crowell. We will look at possibilities for simple solar lighting for the area.
D. Announcements: Tommy Tedford indicated Tru-green had applied one chemical treatment to the common areas. Diane Bryant has a friend she will invite to the next meeting who has some ideas for solar lighting.

Valley View POA Meeting
October 6, 2009 - 7pm
Valley View Clubhouse, Farmington AR
The meeting began ant 7:05 with a greeting from President Jim Crowell.
I. Minutes were approved for the March 3, 2009 meeting.
II Volunteers for Committees: Catherine Taylor encouraged people to sign up to help with committees. Fred Rausch will replace Kim Hesse on the board since Kim resigned to go into business with her husband. Catherine gave the treasurer's report, since she recently took over from Kim Hesse. Currently there is $49,943 in our account. However, it is estimated that about $20,000 in debits occur before the end of the year.
A. Raymond Clark agreed to chair up the maintenance committee. Natalie Brooks is the Welcome Wagon Chair. Laura McClelland manages our web site Fred Rausch will chair the architectural review committee. Tom Ayers would like others to help with the grievance committee.
III Grievance Committee repot was given by Tom Ayers. He outlined the process adopted by the board to encourage people to maintain community standards. These regulations are posted on our website. Currently there are 2 properties with liens filed against them. This summer 10+ properties were given letters and responded on the first request. Tom encourages people to edge their yard by taking photos of adjacant property owner's property and asking the home owner to make similar progress. This procedure seems to be working successfully.
A. As per the covenants, no political signs are allowed in yards. Only "For Sale" signs are allowed.
IV. Catherine Taylor indicated that a Valley View Women's group met recently and will continue to meet periodically. They met on Sept 12th and had an enjoyable time. The women created an informal network of members to help out neighbors in need. If you know of someone who has a death in the family or other considerations please contact Catherine at diva88e@cox.net and she will pass it on to the group.
A. The Valley View Garage Sale will be October 24 from 7am to 3pm. Please get a permit from the city of Farmington for $10.00 to participate. Our subdivision allows garage sales only 2 times per year.
V Other business:
A. Joe Stewart will reduce the cost of a golf membership to $100.00 per month if 50 people sign up from Valley View. This membership will include pool privileges. Currently 14-15 people have year round golf memberships.
B. The clubhouse may begin providing home delivery services for their restaurant items. A menu was recently distributed to home owners.
C. Someone mentioned that there was an unfavorable line of sight to see pedestrians close to the first green. The grass is high here and drivers may not be able to see pedestrian traffic.
D. Rick Strickland indicated he would help with a neighborhood clean up if help was needed on vacant lots.
E. Three people volunteered to look at possible lighting for the community that does not require digging through property owners land to bring the electrical to the street. Any lighting throughout the subdivision should be uniform. Cat Taylor, Jim Crowell and Mike Seither will look into other possibilities including some grant money from the government for solar lighting.
F. Raymond and Lillian volunteered to help on the "street light" committee with Catherine Taylor.
G. Amy Grantham indicated she would be interested in being a board member if a position becomes available.
H. A property owner advised the group of a person temporarily living in our community who is a registered sex offender. One can go online to find out more details.

President Catherine Taylor called the meeting to order at 6pm
Kristy Brown was introduced to everyone. She is the new representative from Rauch Coleman to our board.
Treasurer’s report was given by Catherine Taylor. We currently have $67,516.22 in our budget with many expenses still to be incurred.
Catherine Taylor proposed that we outsource our web site maintenance and newsletter to Pixelbenders. They are a local firm and their initial up front cost is $1,200. It will be possible to register for updates online. All approved the motion.
Grievance report: Tom Aylor gave the grievance report. There have been 13 violations for tall grass, 2 RV vehicles parked inappropriately and 9 utility trailers. The formal process has been followed with all these properties.
Raymond Clark will repair the guard house doors where there has been some vandalism

Maintenance. Raymond Clark agreed to turn on the water meters for the medians. He indicated some of the lighting needs to be repaired.
Jim Crowell presented signs adopted for the neighborhood. There are 4 signs that say “neighborhood watch” & 4 that say “slow children at play. The signs will be placed at Hwy 170 & the entrance; Frisco & Rivera; Clubhouse and Frisco; & Richardson & Clubhouse. Raymond Clark agreed to put the signs up.
Lighting; Jim Crowell reported on solar lighting. He suggested that we do a pilot project by placing one or two solar lights on top of street signs. The lighting he recommends cost approximately $500 per light. He will e-mail the solar lighting site so we can look at the lighting and make a decision on approval.
Natalie Brooks and Lin Crowell reported of Valley View women social activities. They have been meeting socially each month and will resume again when school begins in August or September.
Summer block party. Natalie Brooks and Martha Strickland organized the block parties in mid June. They were very successful with many of our neighbors getting better acquainted.
Instead of doing another block party in the fall, the board agreed to host a Christmas Party on December 5 at the clubhouse from 5-7pm. A cash bar will be available. More planning will be necessary.
Directory, Diane Bryant and Lin Crowell will continue to work on the directory.
Catherine Taylor indicated she need help getting the bulletin board at the entrance open to put up new information.
Street Signs---some need to be replaced or altered. The sign at East Creek Lane says East Creek Pl, which is incorrect according to the plat and mail service. There are several missing street signs. Kristy Brown indicated she would discuss this with Rauch Coleman.
Fall Garage sale will be Saturday October 16, 2010.
Attorney update: Wade resigned so Audra Bailey will continue as our attorney.

Valley View Property Owners Board Meeting
January 17, 2010
Valley view Club House @ 4pm
The meeting was called to order by President Jim Crowell. In attendance were Catherine Taylor, Tom Ayers, Lynn Crowell, Amy Grantham and Diane Bryant.
The meeting began with a proposed agenda for the POA meeting on January 19.
1. Neighborhood watch: this has been discussed because of recent vandalism in the neighborhood. Sergeant Pleimann from the Farming Police Department will be at our meeting on Jan. 19th to discuss implementing a program similar to what is in place in Fayetteville.
2. Valley View Park: Jim Crowell and Fred Rausch are working on identifying possible local park land sites.
3. Treasurer's report: Given by Cat Taylor. Currently we have $42,000 in the bank. It takes about $25,000-30,000 a year to maintain the common areas and various business needs of the POA. With the wet 2009 summer we spent considerably less for maintenance, allowing the treasury to grow.
4. Grievance Committee report: Tom Ayers has been diligent in communicating infractions to VV resident who are violating our covenants. The vacant lot on Frisco where a house burned down has been cleaned up and the rest of the neighborhood is much improved.
5. Women of Valley View Committee update- they met on Sunday Jan. 17.
6. POA Golf Memberships are still available with a discount if a significant number of residents sign up.
7. The idea for a Valley View Men and Women's golf league and lessons will be raised at the Tuesday evening meeting.
8. The Community maintenance contract for 2010 has been renewed with Vanzant.
9. The Spring Garage Sale will be on May 1, 2010.
10. There was discussion on a neighborhood clean up day sometime in the spring. Of particular concern was an area along Richardson and the bluff below the homes on the north side of Clubhouse.
12. There was discussion about developing a neighborhood newsletter. Additional discussion concerned the selection of officers for next term. Officers will be elected at the Tuesday meeting.
13. Amy Grantham has agreed to be our architectural review chair.

Valley View POA
January 19, 2010
The meeting began at 6:15
President Jim Crowell welcomed everyone to the meeting. We went around the room and introduced ourselves.
Jim gave an update on the possible park. He has been meeting with Fred Rauch and has been exploring various locations where we could get the land free. Several locations were discussed. The open space where Clubhouse Parkway meets Hwy 170, by the Guard Shack is POA land (the gazebo and parking lot area) . Several members agreed to be on that committee: They are Raymond Clark, Amy Grantham, Denis Dean, (422-3925) and Preston Oswalt (530-4696).
Catherine Taylor gave the treasurer's report. We currently have a balance of $42,000 but many expenses will be coming out of that soon. The 2010 maintenance contract went to VanZant since they did an excellent job last year and the cost remained the same.
Catherine Taylor has scheduled the spring garage sale for May 1 and the fall sale for October 16th. The city of Farmington requires a $10.00 fee to have a garage sale. There will be a neighborhood pick of large trash items on May 15th.
Tom Ayers gave a report on the neighborhood. Many more people are now maintaining their yard and parking vehicles in their driveway. Dues for this year are due March 31. Tom suggested we have a clean up day and pick up trash in our neighborhood.
Natalie Brooks said 17 ladies attended the event at the clubhouse on 1-17. They are developing a "We Care" program where neighbors can help other neighbors out by bringing food when someone is sick or other short term emergencies. They are attempting to get a newsletter out. The next meeting is February 28th. Since March of last year 36 welcome baskets have been delivered.
Jim mentioned the Valley View POA is looking for members to serve on the board for next year. They are still looking for 50 VV residents to sign up for golf course memberships so all will receive monthly dues of $100.00. A men's and women's golf league and group lessons are being discussed by the golf club.
Sargent Pleimann from the Farmington Police discussed keeping our neighborhood safer and a formal neighbor watch program He suggested documenting your personal possessions, by making a video of it and putting the CD in a lock box. He said officers drive around our neighborhood several times a day. He suggested having a block party and getting to know your neighbors. Close communication and team work are helpful in preventing crime. He also suggested that people lock their homes and cars. Motion detectors on a home are very helpful. If we added signage we would need to design our own, there are none available in Farmington at this time. He strongly recommends house numbers that are visible from the road at night.

Valley View POA… January 24, 2011…Valley View Club House

New Business:
2011 Officers, Catherine indicated we are looking for new board members. No one volunteered so the current board members will remain.
Bob Dilatush resigned from his position on the board
Committee updates:
Grievance – Tom Ayers resigned his position as the grievance chair. No one volunteered to chair the grievance committee.
Welcome wagon: Natalie Brooks has delivered 37 welcome wagon visits this year.
Web/communication: Catherine has been working on a new web page for the subdivision. It will give us the ability to e-mail the neighborhood updates and information.
Maintenance: Raymond Clark said the sprinkler system had been repaired. Lights should be up and going again.
Treasurer’s report: Catherine said we currently have a balance of $53,329.17 but bills will be coming.
Rauch Coleman sent a delegate, Mike Baumann; he is in discussion with Joe Stewart for a vacant lot to be donated for a park. A vacant lot across from the clubhouse would be ideal.
Garage Sale for the upcoming year… Saturday April 16 & October 29.
2011 Clean-up: The homeowners approve a large haul off on April 29 & 30. The cost will be approximately $1,200.
Old Business: Solar lights are still a possibility
POA dues notifications are in the mail. Failure to pay homeowners dues will result in a lien being placed on the home.
Announcement: Phil Hamerick said the median in from of his home on Kendall Ct. has never been planted or seeded. The developer promised to do it but it was never done. There was a motion and a second to get bids from VanZant for soil, 2 trees, & grass for the median in front of Phil’s home. Phil Hamerick agreed to keep the area watered. All approved the motion.
Several people along Clubhouse Parkway were concerned about the trees that were dying in the median. After much discussion there was a motion and a second to get bids to replace some of the trees along the parkway and looking into a deep watering system.
